Update: I dragged the window to install from one monitor to the next, and for some reason, the dropdown list doesn't extend to view my other drives on 2nd monitor! Drag it back to primary (gaming) monitor, all the drives are viewable for install. anyone can explain this behavior cuz I can't understand why that happens. On Windows you can add launch options to a shortcut or run Steam from the command line by cd ing into your Steam folder and running Steam.exe -console. On Mac open the terminal and type/paste in open -a Steam.app -args -console. So I did the same thing as you, and moved my steam client to my primary/gaming monitor. To setup the Steam client for this: Open Steam with the -console option. This is more reliable than the library based method because the library folder might be located on somewhere other than steam's folder. I was having the same issue as you, and so many people assumed other drives didn't have official steam folders. I literally moved the Install Box to my main window and the drop down popped up. I dont know if its steam or my PC but I have 2 Monitors and for some reason the drop down doesn't work when steam is loaded on my second monitor. You can always clear your download cahce just to be sure. Usually restarting steam or windows fixes it. Navigate to the C > Program Files > Steam > SteamApps > downloading folder and delete the numbered folder corresponding to the problematic. And I am playing a heavy modded mmorpg Ark Survival Evolved on unofficial servers. Downloading is a different issue all together, this will basically use your system's temporary storage space which is usually on the system drive (C).
